L-force Engineer HighLevel 2.5

Eliminated function restriction
Under certain conditions, the Engineer HighLevel 1.2 did not allow for correct installation of the ProjectDesigner. This problem is not relevant any more because the ProjectDesigner is not required any more from Engineer 2.5.
